1.1.3Graphic Features
1.1.3.1Phonological Interpretation
The phonological interpretation of this word is more or less certain. While the HLuw. writing system is unable to convey the difference between singleton and geminate consonants (except for /-tt-/ and /-d-/), the attestations for the tentative cognate CLuw. ḫarātar-/-tn- ‘(matter of) concern, prosecution’ show that the /r/ should be understood as singleton, whereas the /tt/ because of the sign 〈ta〉 is geminate/fortis. This is indeed a problem, considering that the CLuw. noun has a lenis -t- /d/, whereas the HLuw. word does not. Therefore, the connection should be considered highly tentative, until the different stem formations are understood.
Differently, Sasseville 2021a:302 considers /haratta-/ a possible cognate of the verb /h(ar)ra-(di)/ ‘to crush’, which would break the latter’s likely link with CLuw. ḫarra- ‘to crush (?)’.

1.1.4Meaning
The meaning assigned to this word is based on a new suggested cognate link with CLuw. ḫarātar-/-tn- ‘(matter of) concern, prosecution’ and may be supported by the contexts of attestation in HLuw., although neither context can be said to enforce the connection, also because they are not fully understood yet. The semantic interpretation is therefore to be taken as provisional. ASSUR letter f+g, §8 runs: su-ti-ri+i-na-wa/i-´ ha+ra/i-ta-ha PRAE-i (PONERE)sà-ti-nu-i, approx. /suTirin=wa haratta=ha pari stinu/, meaning ‘You cause to put forth greed? and matters of prosecution?.” (cf. Hawkins 2000a:536).
