1.1.4Meaning
The word ãxrahe/i- in TL 29 modifies the title tijala and is coupled with uwehi ‘of cattle’:
sej=ahata : astte : se=tijala : ãxrhi : itẽne : uwehi
‘and he (Ikuwe) restored peace and the one responsible for the penalty(?) of the ãxra and the cattle is to perform ite.’
In N 318, it refers to something that can be offered, like bovines.
…]ti pdde=ñne wawu uhazata se=ñne ãxrahis [......]is
‘…before them a bull as a yearly delivery and also (for) them the […]is of the ãxra.’
Melchert (DLL:8) and Hajnal 1995a:115f. n. 124 recognize that ãxra- must be some kind of sacral term, but the idea of Hajnal regarding an etymological connection with CLuw. aḫarriyala (or aḫurriyala) leaving the nasalization unexplained does not lead anywhere. Carruba 1977a:312 n. 83 suggests a connection with Hitt. É NA4ḫekur ‘mausoleum’, which is phonologically inadequate. Korolev & Shevoroshkin 1969a:537 suggests that the personal name idãxre- contains the element ãxr-, which is possible. Their connection with Hitt. nāḫ-/naḫḫ-(ḫi) ‘to fear’ is only possible if the root was in the zero-grade with vocalization of *n̥ to ã, which is not assured. Moreover, the semantics are inadequate. No meaning is suggested here.

1.1.5Stem
The genitive adjectives ãxrahe/i- are built on an a-stem ãxra- (Tekoğlu 2006a:1705, contra Carruba 1977a:312 n. 83 “ãxr-”).
