The Luwian base *walip- ‘to wrap, envelope’ posited as the derivational base of the Luwian derivatives listed above has been convincingly connected with the PIE root *u̯el(-u̯)- by Tischer (HEG U-Z:263f.), although the phonological details have not been properly addressed. Comparing the case of Luw. *walip- with the one of Luw. ulipna- ‘wolf’ (see PAnat. *u̯Elgu̯-), it becomes clear that the labial glide Proto-Luwic *u̯ could become [β] between two consonants followed by the rise of an anaptyctic vowel -i-. Therefore, it is quite possible that there was a root verb *walip-(ti), in which *-u̯- would have become [β] between -l- and the initial consonant of the ending.
