This lexeme is found in a dedicatory inscription, whose dating formula is unfortunately broken off.

Although it looks like a genitival adjective of a noun upa-, there is no substantive in the preserved clause on which it would depend. Therefore, it has possibly been substantivized.

1.1.3Meaning

The (substantivized) genitival adjective upahi occurs in a religious context in which money is to be given to the sanctuaries of the goddess Malija in various cities. Considering the presence of the word tijas ‘penalties’ (line 10), it probably involves penalty payments. No meaning has been suggested by Melchert (DLL:76), Neumann 2007a:404 and Gehrisch 2018a:36. Only Neumann 2007acompares the personal name Upazi(je)-, which probably shares the same base, i.e. upa-. A comparison with CLuw. ūpnalla/i- is tempting, but does not lead anywhere without further data.
