This lexical item occurs only once in a ritual fragment most likely related to the Kuwattalla tradition (Mouton, Puértolas Rubio & Yakubovich, pers. comm.). It is also attested as a personal name in a letter from Kuşaklı-Sarissa, mUpnalli- (KuT 50 rev. 31, 34, MS).

1.1.4Meaning
The lexeme remained untranslated in DLL:102, CLL:243 and HHw:s.v. The relevant passage comes from an incantation addressed to the Sun-god, in which his earlier behavior is contrasted with the performance requested for now (nanum=pa KUB 35.68, 15’). The object of the past action is ūpnalla māntalla. Based on māntalla, which is known to mean ‘related to slander, slanderous’, a similar or at least a negative sense can be assumed for the hapax ūpnalla.
The structure of the word is transparent, consisting of a root up(p)- plus a nominal suffix -na(/i)- plus an adjectival formant -alla/i-. Since the only root of this shape known from Anatolian is upp- ‘up’ as in Hitt. ūpp-(mi) ‘to rise, come up’ (HEGU-Z:67-69), a derivative as described would mean ‘rising, coming up’, and in the context of words or slander something like ‘emerging’. Although the plene spelling with initial ú-up- as opposed to u-up- in the Hittite lexeme might be regarded as impedimental by some scholars (unless the latter reflects a full grade), the translation is suggested here as a working hypothesis.

The adjective ūpnalla/i- belongs to the productive class of -alla/i- formations. It is based on a deradical stem in -na(/i)- (an r/n-heteroclitic stem derived from an adverbial root would be unparalleled in Anatolian so far).
