Generally, the sequence is interpreted as a verbal form, sometimes even considered to belong to ūppa-(i) (hesitant CLL:242). Alternatively, one could think of a preverb *uppi ‘up, above’ not otherwise attested (but ūpnalla/i-), suffixed with the local particle =tta. Given the hopeless state of the fragment, either interpretation is speculative.

1.1.4Meaning
As remarked under Forms, the context is highly fragmentary. Therefore, a semantic interpretation has to rely entirely on the word formation. A relationship, but not identity, with ūppa-(i) ‘to bring’ is possible. Likewise, the word could be derived from a root upp- meaning ‘up, above’, either as a verb or a preverb (see under Forms). Since neither can be confirmed independently, the word is left untranslated here.

1.1.5Stem
Morphologically, a verb form ūppitta would be a 3sg. pret. act. of a stem ūppi-(ti). A preverb *uppi would follow the pattern of šarri ‘above, up, for’ and appi ‘back, again’. No decision is possible.
