The phonological interpretation of this word is certain due to its transparent morphology, see the discussion of the stem below. Only its ending is ambiguous, as mentioned under Forms above.

1.1.4Meaning
The meaning is suggested tentatively by Yakubovich 2016a:80, following Hawkins 1979b:153f. with connecting it with HLuw. /pa-/ ‘to go’. SULTANHAN, §36 reads: a-ta-pa-wa/i-na ni-i-i ma-ru-ha pa-nu-wa/i-i TONITRUS-hu-za-sa tu-wa/i+ra/i-sa, approx. /anta=ba=wa=an ni maruhha panuwai Tarhunzas tuwarisa/, meaning ‘(He who afterwards shall proclaim evil against this vineyard, …, the storm-god) Tarhunt shall in no way allow him to go into the vineyard’Or should that be ‘Tarhunt of the Vineyard’ with 〈tu-wa/i+ra/i-sa〉 taken as a defective spelling for the genitive /tuwarisas/? See Sasseville 2021a:468 for a discussion. (cf. Hawkins 2000a:467, 471).In contrast to his earlier analysis, Hawkins mentions the possible connection with /pa-/ ‘to go’, but decides for /pazza-/ ‘to begin to drink’ instead.
[AH.B.]
1.1.5Stem
Deriving from the also attested verb /pa-/ ‘to go’, the verb is a stem in /-nu(wa)-(i)/, which is used to form deverbal causatives, see Sasseville 2021a:467f. and earlier Hawkins 1979b:153f.
