Neumann 2012a:391 (and Neumann 2012a:251) suggests instead a gen. sg. of a personal name, with the loss of final -h. However, the stem-final -ih is rare, and one with loss of -h seems even rarer. A more likely option is to take ñteri as a title in apposition to the personal name Weqadetu (thus Melchert in DLL:46).

1.1.3Meaning
If ñteri is indeed an appellative, it should represent a title, whose function is, however, unknown; contra Gehrisch 2018a:167 “hinein”. Neumann 2007a:251 suggests an etymological connection with Hitt. andara- ‘blue’, which is phonologically a perfect match, although the semantics are difficult to work with; one should rather compare the GKW andari-, which refers to a person. Schürr 2009b:159 suggests for ñteri a dat./loc. sg. with the meaning ‘in (his) youth’, based on the derivative attested on the inscribed pillar of Xanthos, which is highly unlikely and unsupported from the etymological perspective; see under Derivatives. A link to the adposition ñte ‘in, inside’ is presently unprovable.
