Yakubovich (pers. comm.) tries to separate the word in two, i.e. patnẽd=š, seeing the enclitic particle =iš and probably thinking of an agreement with the following word fatinẽd. However, this does not necessarily breathe sense into the syntax or the context, nor is it necessary from a morphological perspective; see under Meaning.

1.1.4Meaning
Gusmani 1964a:76 mentions the possibility that patnẽdš is a personal name. Melchert 2004b:146 n. 11 likewise assumes that it is a personal name and attempts to furnish morphological evidence by equating the nominal suffix -ẽd(i)- with the Lycian individualizing suffix -ẽ(i)- (in e.g. Xerẽ(i)-, Pigrẽ(i)-), which is productive in forming personal names. His approach is highly attractive, however, even if the morphological approach is correct, there is no guarantee that patnẽdš is a personal name. It could simply be a title denoting an individual instead. In any case, more evidence is needed.
Concerning the etymology, one could suggest that the root is pat- and that the -n- is the reflex of an old heteroclitic formation; cf. Hitt. pattar/n- n. ‘wing’, i.e. patn-ẽd(i)- ‘the winged one (?)’.
