For the grammatical interpretation of iš-ḫa-ra-an-ti as a verbal form in the 3rd plural present see Kammenhuber 1959a:62, 74, Carruba 1970a:57. A different possibility is to take *išḫarant- as an adjective in -nt- derived from a nominal base išḫar- ´blood´ or as a participle derived from a verb išḫara-. Also possible due to recent progress is an instrumental form of the substantive ēšḫa(n)- ´blood´, for which see under Pal. kwāpna-.

1.1.4Meaning
Carruba 1972a:53 suggests two hypotheses regarding the meaning of the Palaic lexeme išḫara-. First, he suggests an association with Hitt. išḫarišḫ- ‘to suffer the disease of the Ishara-deity’, but admits that the context does not support this interpretation. Second, he compares Hitt. ēšḫar ‘blood’ and the potential Palaic lexeme ešḫur/ēšḫa(n)- and suggests a denominative verb ‘to stain with blood’. The connection with blood is tenable, although the grammatical role and the exact word formation remain uncertain; see above.
