The meaning of this verb is usually assumed to be unknown (Laroche 1959a:48; Tischler 2008a:62, Tischler 2016a:109; Ünal 2016a:959), although Tischler 2008a:62, Tischler 2016a:109 booked a meaning ‘benetzen, befeuchten’ with a question mark and CLL:75 proposed ‘to give liquid (water or milk)’, with two (!) question marks (it is not clear which part of the lemma his labelling “quite uncertain” refers to). Melchert compared the verb tīta- from the previous line (and not from the following line, contra CLL:75) 6 and claimed that ḫur- would be the source of Hitt. ḫū(wa)rā(i)- ‘to spray, water’ as well as of Luwian ḫuramman- ‘watered pasture’. It is not clear, however, what Melchert meant with tīta-, since the meaning of this verb is unknown (even according to him, Melchert 1993:228, see s.v. for detailed discussion). The meaning of ḫū(wa)rā(i)- is rather ‘schmücken, verzieren’ (HW (2nd ed.) Ḫ:750 with discussion and here s.v.), but neither this meaning nor ‘to water vel sim.’ based on the derivative ḫuramman- ‘watered pasture’ can be confirmed, since none of them elucidates the completely obscure passage of KBo 8.17, 1’-8’ (transliteration following Starke 1985b:368f.):
