1.1.4Meaning
From the context it is clear that the verb denotes the motion of a horse over a distance (CLL:220):

“... they t.-ed 200 cubits (= c. 60-100 m). They [ ]-ed 3 miles, and they [ ]-ed (it?) 3 miles. [ mil]es they ran in a four-span?/hitched a four-span? (vel sim.).”
Tentative suggestions include ‘to gallop’ (HHw:172), ‘to drive’ or ‘to go over a distance of a number of units of length’ (Otten 1953a:27f.) and ‘to move very fast (of horses)’ (Sasseville 2021a:469). The last-mentioned scholar wants to connect the assumed root štar- (thus without reduplication, see under Stem) with that of paštari-(ti) ‘to fly up (suddenly)’ and paštarnuwa-(i) ‘to (let?) fly up (suddenly)’ (see under Lemma). Notwithstanding the correctness of this relationship, it is noteworthy that not only is the action taštari-(ti) the first one of the sequence, but also implies the distance of approx. 60-100 m for a movement different from the following long-distance running over several miles. Both features combined point to a meaning ‘to start up, to set into motion’, which would agree with the root star- ‘to start in (rapid) motion’ even better than the translation suggested by Sasseville.Outdated Rosenkranz 1956a:288f., Ajchenval´d et al. 1987a: 151, 185.

1.1.5Stem
According to Sasseville 2021a:469 with n. 3, the stem taštari-(ti) shows reduplication, i.e. it can be analyzed as ta-štar-i- (cf. du-šdu-m(i)- from the root *štu-). Word final -inta in the 3pl. pret. is diagnostic for the stem class in -i-(ti).

A clear indicator for the Luwian origin is the ending -inta, as recognized in Otten 1953a:27f., DLL:95, CLL:220, HEG L-N:169 and T,D:273f., Melchert 2005a:449, van den Hout 2006a:248, HHw:s.v., Sasseville 2021a:469.
