1.1.4Meaning
The first semantic interpretation of ḫuḫ(ḫ)upa- as ‘neutral (?)’ goes back to Götze apud Sturtevant 1936b:50 and was tentatively accepted in Kronasser 1956a:94, HW:71, 330, 424, DLL:46, von Schuler 1967a:30, Hoffner 1967a:61, HEG A-K:263, HW 2nd ed. Ḫ:639. A second one, ‘übelgesinnt’ (‘ill-disposed’), was suggested by van den Hout 1984b:434 (followed by CLL:71, HED H:358); undecided HHw:51, Ünal 2007a:220, Miller 2013a:286f.). The context (see Miller 2013a:286f. and HW 2nd ed. Ḫ:639) describes the anticipated disloyal behavior by a functionary, i.e. that he might not support a treacherous relative of the king, (but) also not denounce him and not become a ḫuḫupa- to him. The interpretation depends on whether one accepts the restoration [ú-u]l at the end of line 8’, which negates the last clause. If one does, ‘neutral’ is excluded. The two visible gloss wedges belonging to UL and, moreover, the connection with the word family of Hittite ḫuwappa- ‘evil’ already assumed by van den Hout – and thus with ḫuip(i)- and derivatives –, speak for the second solution.

In spite of the gloss wedge marking, a Luwian origin is not explicitly discussed, but see the Luwian dictionaries (DLL:46, CLL:71, DCL:s.v.; indeterminate HEG A-K:263: “wohl fremder Herkunft”).
