1.1.4Meaning
Melchert (CLL:116) suggests for kuwāriḫa, used in a beneficial formula, the meaning ‘everywhere, anywhere (?)’, which is plausible in view of the modified verb mammannaddu ‘(each) must regard kuwariḫa with favor’. The idea that the subject kwišḫa ‘each’ must regard “everywhere” with favor is a plausible translation (similarly Carruba 1986b:119), although, since the beginning of the sentence is broken off, this suggestion must be considered provisional. Yakubovich (pers. comm.) suggests the translation ‘whenever’, since he takes the base kwāri to mean ‘when’, which is also possible, but unprovable. Further evidence is needed.
