The name is not attested yet epigraphically (cf. LGPN V.B) and has not been included in the lists of Carian personal names (Blümel 1992a and Adiego 2007a:459‒462).

1.1.3Meaning ‘the swift one’
Κυδρῆλος is traditionally identified with the Lycian name Xudrehila since Schmidt 1868a:269 (Deecke 1887a:133 [“vielleicht”]; Houwink ten Cate 1961a:103; Zgusta 1964a:260; DLL:110), but the formal differences have never been explained. However, Schürr 2010c:201 cautiously proposed a formally more fitting solution, the Hellenization of Carian *qdrel, a phonologically regular cognate of the Luwian name Ḫutrališ (KBo 5.7 rev. 4, Laroche 1966b:73). Schürr’s solution is phonologically indeed regular (Carian q is the reflex of the laryngeal preceding an *u [Simon 2011b:544f., Simon 2017f:387], a > e is triggered by the [i] of the following syllable [Adiego 2007a:259] and Carian ‹e› is rendered with ‹η› in Greek transmission [Adiego 2007a:236]).
The remaining question is the meaning. Ḫutrališ was explained by Starke 1990a:360 as one of the spellings of [ḫū̆dr̥li-], since he identified it with the name Ḫuda/urla. However, this is an ad hoc and phonologically irregular explanation (there is no evidence for [r̥] in Luwian) and in fact, unnecessary, since both Ḫutrališ and Ḫudarla can be regular but independent derivatives of the same stem (and Ḫudurla is probably a different name, see s.v. *ḫudarla-): Ḫutrališ from the adjective *ḫutra- ‘agile, quick’, while Ḫudarla from the noun *ḫūtar- ‘swiftness’ (Melchert 1993f:106f., Melchert 2003b:196).
