Differently, Melchert (DLL:25) takes hriqeri as accusative singular, although a dat./loc. sg. seems more adequate, see under Meaning.

1.1.4Meaning

The word hriqeri is a compound made of hri- ‘high, upper’ and qere(/i)-, a substantive of unknown meaning, which recalls Lyc. B qereime/i-(cf. Shevoroshkin 2014a:474f.). Based on the context, hriqeri should designate something related to the tomb onto which one should not place anything else. Furthermore, it is modified by ẽtri ‘lower’ and sijeze/i- ‘?’.

se=i nip!e : {a} tise hriqeri sijeẓi []ṭṛi : ḥṛp̣pi tạ̃ṭu (TL 7-10)

‘They must not place anything on top of the lower sijezi hriqeri.’

Gehrisch 2018a:21f. translates qeri with ‘place’, trying to connect it etymologically with Lyc. A tere(/i)- and Lyc. B kere(/i)-. However, a direct comparison is impossible, unless one were to assume a different ablaut grade of the root, i.e. the back vowel o, before which the labio-velar *k would have been preserved as q- in Lycian. Nonetheless, further evidence is needed.

It is not clear whether the word is a neuter noun in -e- or a common gender stem in -e/i-.
