This lexeme is found in the inscription of the inscribed pillar of Xanthos dated contextually to shortly after the ascension of Artaxerxes II in 405-404 BCE and stylistically to around 400 BCE (Borchhardt & Eichner 1997-1999a:19f.).

Carruba 1969b:99 n. 100 takes xñtabasi as a 2nd singular present form of the verb xñtaba-(ti). This is possible in view of the fact that a direct speech passage occurs immediately after. Therefore, the interpretation as a genitival adjective agreeing with sbirtẽ acc. sg. c. is possible but cannot be considered certain; cf. under xñtaba-(ti).
Gehrisch 2018a:82f. takes xñtabu as 1st sg. pres. of the verb xñtaba-(ti) and translates it as ‘I will rule’. However, her grammatical assignment is not supported by the bulk of the attestations. Moreover, there is no 1st person verbal form to be expected in the first lines of the poem, because the speech of the assembly of gods has not yet begun.

1.1.3Meaning
Lyc. B xñtaba- has been equated with Lyc. A xñtawate/i- ‘ruler’ and translated accordingly by Gusmani 1968c:9-12 (likewise Shevoroshkin 2012a:471, Schürr 2016d:178). Melchert (DLL:136) follows the etymological comparison of Gusmani but takes it instead as an abstract noun and translates ‘rule’ (thus also Hajnal 1995a:212 n. 252). The semantic assignment ruler is however contradicted by its coordination with pasbã ‘small livestock’ (TL 44c.32-33), both being the direct objects of the verb slati ‘he sacrifices’. Thus, xñtaba- must be something that can be offered to a god in sacrifice. Sasseville 2021a:54f. equates xñtaba- with Hitt. ḫandāwar ‘arrangement, preparations’ (likewise suggested by Neumann 2007a:126) and argues on contextual grounds that it refers to the sacrificial preparations. He adduces as comparison a Hittite passage, where rams, wine and bread are being prepared or arranged (Hitt. ḫandā(i)-(mi)) for a sacrifice. This hypothesis finds more support from the contextual perspective than the one of ‘ruler’ or ‘rule’. For the Lycian B word for ‘rule’, see xñtawata-.

If the equation of Lyc. B xñtaba- c. with Hitt. ḫandāwar is correct, a verbal abstract noun in *-u̯r̥ derived from the denominative verb *HantaHi̯e/o- can be posited for Proto-Anatolian, i.e. *HantaHu̯r̥ ‘order, arrangement (vel sim.)’. The word-final *-r was dropped in Lycian after the vocalization of *r̥ to *-ar, followed by the Lycian B fricatization of w > b.
