For the last attestation, if the restoration of [-ta] is correct, the word would be a participial form in the nom./acc. plural or singular neuter; cf. Pal. wa-ak-ka-kán-ta.

1.1.4Meaning
Due to the fragmentary state of the contexts, the following semantic assignment must be considered tentative. The root kūr- is equated here with the one of Hitt. kwēr-/kur-(mi) ‘to cut’. Therefore, the meaning ‘to cut (?)’ can be assigned provisionally.
[D.S.]
1.1.5Stem
If the interpretation of the forms in the table is correct, it is likely to represent a denominative in -a(g)a-(di) (or -a(k)a-(di)).
[D.S.]
For the lemma head see PAnat. *ku̯ér-/ku̯r-´ ‘to cut’.
