1.1.1Transmission
The word is only attested with gloss marker in a NS fragment with an oracle of the ḫurri -bird.

The attestations follow Laroche 1959a:38, CLL:47, HW 2nd ed. Ḫ:19 (cf. Rosenkranz 1950a:191, Güterbock 1956a:120, Kronasser 1966a:589, Ünal 2007a:146, Ünal 2016a:140 and van den Hout 2006a:249), checked against the photo of the Konkordanz.
Otten 1988a:34, n.19 (citing a letter from Starke) did not consider this form to be a verb, contra Güterbock 1956a:120, who plausibly suggested a Luwian 3rd pl. pret. of
ḫal-la-pa-an-da based on the context that shows a Hittite 3pl.prt. -e/i]k-ker (though fragmentary) in the following line, cf. Kronasser 1966a:589 and HW 2nd ed. Ḫ:19 and under Meaning.
Tischler 2008a:39 indicates that the form is probably incomplete: ḫallapanda[(-) (presumably based on the transliteration given in Otten 1988a:34, n.19) and remains uncertain with regard to the form (cf. Tischler 2016a:58), but on to the photo of the Konkordanz the end of the line seems undamaged and there is even some space between the end of the word and the intercolumnium, hence the form cannot be incomplete.
If the stem is included in the dictionaries, it is either analyzed as
ḫallap-, cf. HW 2nd ed. Ḫ:19, Ünal 2007a:146 and Ünal 2016a:140 or as
ḫallapa-, cf. Laroche 1959a:38 and CLL:47 (cf. under Origin for morphological details and other options).

1.1.3Meaning
No meaning has been suggested for this word yet, cf.Laroche 1959a:38, CLL:47, HW 2nd ed. Ḫ:19, Ünal 2007a:146, Ünal 2016a.
The context of KUB 16.12 rev. iv? 9’–13’ (transliteration is based on the photo of the Konkordanz, also the hand copy and the transliterations, restorations and translations of HW 2nd ed. Ḫ:19 have been taken into account) shows:
(9’)[... š]a ud-mi
ḫal-la-pa-an-da (10’)[... -e/i]k-ker ki-nu-na-kán pa-a-an-zi
‘(9’)[... of] the day (or daily) they ḫallapa-ed (10’)[...] they did [...], now there they go’
As already mentioned under Forms,
ḫal-la-pa-an-da probably represents a verb here, but nothing else can be said on basis of this context except that it is connected to the ḫurri-bird oracle.
Some authors tried to link it to similar words: Otten 1988a:34, n.19 considered a connection with the Glossenkeilwort
ḫallapuwa(n)- with unclear meaning (probably a topographical feature, cf. under the respective lemma). Similarly, Tischler 2008a:39 considers
ḫallapanda to be a topographic feature (cf. Tischler 2016a:58). CLL:47 assumes the same base for both words, but with different morphological analyses (cf. under Origin), and HW 2nd ed. Ḫ:19 sees no connection between these words.
Since no similar Luwian or Hittite word is known that could be compared and would fit the context, nothing else can be said with regard to the meaning of this word at the moment.

1.1.4Origin
The word is generally assumed to be Luwian. It appears in Laroche 1959a:38 and CLL:47, and in the lists of Luwianisms of van den Hout 2006a:249 and Melchert 2005a:45, also Güterbock 1956a:120, Kronasser 1966a:589 and HW 2nd ed. Ḫ:19 assume a Luwian form (cf. under Forms). Since the form shows Luwian inflection in Hittite context, it is a Luwian foreign word in Hittite.
With regard to its stem formation, CLL:47 considers a denominative verb of an unattested noun that could also be the base of the Glossenkeilwort ḫallapuwa(n)- (cf. under the respective lemma). The derivation of
ḫallapa- would then probably include one of the suffixes forming verbs from nominal stems (cf. Melchert 2003a:199 with examples): -ā- or -ā(i)- (since we have only one attestation and plene writing is not obligatory, it is not clear, which suffix it is).
