If ḫa-pa-ma-an-da is a verb, it could be 3rd plural preterit active or medio-passive (Carruba 1970a:54). Otherwise, if it is a substantive, an adjective or a participle, it could be a nominative/accusative plural neuter.

1.1.4Meaning

Kammenhuber 1959a:67 suggests that ḫapamanda is a verb and refers to the action performed by the tabarna and the tawannanna together. Her suggestion is based on the hypothesis that -n]a-aš occurring before ḫapamanda is to be reconstructed as [MUNUSta-wa-an-na-an-n]a-aš (likewise Carruba 1970a:28). Because of the obscurity of the context and the lack of parallels, this reconstruction must be considered highly tentative. Therefore, the word class and meaning of ḫapamanda remain obscure.
