This word is found on a fragment belonging possibly to a Palaic incantation of the Old Hittite ritual for the disappearing deity (CTH 752) on paleographic grounds.

1.1.4Meaning
Due to the fragmentary state of the context, any semantic assignment must be considered tentative. However, from an etymological perspective, it is tempting to connect Pal. mālandu with the Hittite verb malā(i)-(mi) ‘to approve’ (cf. CLuw. māl- and mal(a)i-(di)). However, confirmation of this hypothesis will only be possible once the fragment is joined.

The verb appears to be a root formation. Based on the o-grade of the root, it seems preferable to equate its stem formation with the one of Hitt. mala-/mal-(ḫi), thus being a root verb of the ḫi-conjugation.
