The fragmentary context is entirely unclear and precludes any informed semantic analysis (see attestation in DLL:82 without any comment). Also, the tentative equation with HLuw. (LOQUI)pu-pa-la- ‘to write, draw’ by Sasseville 2021a:40 does not yield a convincing interpretation. Accordingly, Melchert’s (DCL:s.v.) skepticism is shared here.
