The attestation in TL 5.7-8 has nije instead (Kalinka 1901a:16, Friedrich 1932a:55), but is emended to nip!e.

1.1.4Meaning
Imbert 1895a:225f. n. 4 points out that the negation nipe is repeated twice in inscription TL 88, which reinforces the claim that it is a negation just like ni. He translates thus ‘neither… nor…’. The addition of the particle =pe seems to simply reinforce the prohibitive negation ni (Houwink ten Cate 1961a:82, DLL:44).
[D.S.]
For the first part of the univerbation see Lyc. A ni.
