The second attestation listed in the table clearly shows a space after the sign 〈li〉 (contra Starke 1985b:416, CLL:175), which implies that the word is either complete, in this case a dative singular form pāuwali, or that the last sign is written at the end of the line. In the latter case, a nominative singular pāuwališ, i.e. [-iš], or an accusative singular pāuwalin, i.e. [-in], would be the most likely options for a restoration. Pending a join, no decision can be made here.

No meaning is given in CLL:175 and Tischler 2008a:143 and none can be offered here due to the fragmentary contexts and the lack of a solid etymological comparison.

1.1.5Stem
The word is surely an adjectival formation in -āl(i)-, which may have been substantivized (cf. Tischler 2008a:143 “unklare Wortform”). Furthermore, since u-diphthongs develop to -u- in Luwian, the retention of the diphthong implies that a consonant was dropped, i.e. Pre-Luwian *pāgwal(i)- > pāuwal(i)-.
