The form read ḫar-ti-ti in CLL:61 is analyzed there as a 3sg. pres. act., but this is based on shaky grounds given the insecurity of this reading (see under Graphic Features).

Checked against the photographs in the Mainzer Fotoarchiv. – The reading of Starke 1985b:227 (followed in CLL:61) ḫar-ti-˹ti˺[(-) is far from assured. Neither is the ḫar/ḫur sign unambiguous, nor can the last sign on the edge really be a TI (cf. the other instances of TI in the same line).

The fragmentary context and the possibly incomplete transmission of the word itself do not permit an elucidation of the meaning.

Contra CLL:61, an informed classification of the part of speech and stem class is impossible (see under Graphic Features). The stem ḫart(a)i-(di) posited by Melchert (ibid.) should be regarded as a ghost word.
